U.S. District Judge David O. Carter's sweeping decision in September 2024, which came after a rigorous 16-day bench trial, mandated transformative reforms at the 388-acre West LA VA Campus. The decision requires the construction of 1,800 permanent housing units for disabled veterans, 750 temporary housing units, and the termination of several commercial leases deemed inconsistent with the campus's intended purpose of serving veterans.
