Selected Unanimously by the National Civil Justice Institute Board of Trustees

Robins Kaplan LLP is pleased to announce that partner Tim Billion has been selected to receive the National Civil Justice Institute’s 2023 Appellate Advocacy Award for his exemplary work in Rosebud Sioux Tribe v. United States

In 2016, Robins Kaplan sued the federal government on behalf of the Rosebud Sioux Tribe after the Centers for Medicare & Medicaid Services closed the only emergency room on the Rosebud Reservation. The firm won a U.S. District Court ruling finding that Indian Health Services had violated its treaty responsibility to provide the Tribe with adequate health care services. After prevailing in federal district court, Billion briefed and argued the case to the United States Court of Appeals for the Eighth Circuit, which affirmed the decision in favor of the Tribe. 

Billion is recognized for his “brilliant, innovative, and creative advocacy” in Rosebud, and for the impact this victory will have on tribal nations. He will be honored at the National Civil Justice Institute’s Fellows Reception on Sunday, July 17 in Philadelphia.
